Carbon Offsets with Endogenous Environmental Policy

چکیده
The Policy Research Working Paper Series disseminates the findings of work in progress to encourage the exchange of ideas about development issues. An objective of the series is to get the findings out quickly, even if the presentations are less than fully polished. The papers carry the names of the authors and should be cited accordingly. The findings, interpretations, and conclusions expressed in this paper are entirely those of the authors. They do not necessarily represent the views of the International Bank for Reconstruction and Development/World Bank and its affiliated organizations, or those of the Executive Directors of the World Bank or the governments they represent. Interests in obtaining carbon offsets in host countries for Clean Development Mechanism projects may serve as an obstacle to implementing more stringent general environmental policies in the same countries. A relatively lax environmental policy, whereby carbon emissions remain high, can be advantageous for such countries as it leaves them with a higher than otherwise scope for future emissions reductions through Clean Development Mechanism and other offset projects. In this note, the potential to affect the availability of future This paper—a product of the Environment and Energy Team, Development Research Group—is part of a larger effort in the department to analyze policies for climate change mitigation. Policy Research Working Papers are also posted on the Web at Clean Development Mechanism projects is shown to distort environmental and energy policies of Clean Development Mechanism host countries in two ways. Measures to reduce use of fossil energy are weakened. Because this weakens private sector incentives to switch to lower-carbon technology through Clean Development Mechanism projects, host governments then also find it attractive to subsidize this switch, in order to maximize the country's advantage from the Clean Development Mechanism. The views expressed in this paper are solely of the author and do not necessarily represent those of the World Bank, its management, Executive Board or member countries.

Carbon offsets, reversal risk and US climate policy
BACKGROUND One controversial issue in the larger cap-and-trade debate is the proper use and certification of carbon offsets related to changes in land management. Advocates of an expanded offset supply claim that inclusion of such activities would expand the scope of the program and lower overall compliance costs, while opponents claim that it would weaken the environmental integrity of the pro...
متن کاملPolicy development for biodiversity offsets: a review of offset frameworks.
Biodiversity offsets seek to compensate for residual environmental impacts of planned developments after appropriate steps have been taken to avoid, minimize or restore impacts on site. Offsets are emerging as an increasingly employed mechanism for achieving net environmental benefits, with offset policies being advanced in a wide range of countries (i.e., United States, Australia, Brazil, Colo...
متن کاملPolicy Development for Environmental Licensing and Biodiversity Offsets in Latin America
Attempts to meet biodiversity goals through application of the mitigation hierarchy have gained wide traction globally with increased development of public policy, lending standards, and corporate practices. With interest in biodiversity offsets increasing in Latin America, we seek to strengthen the basis for policy development through a review of major environmental licensing policy frameworks...
متن کاملExploring Us Consumers Understanding of Carbon Offsets
This study found the relationship between general environment knowledge and carbon offsets knowledge is inversely related and no significant differences in general environment or carbon offset behavior exists between levels of knowledge. The findings lend support that consumers may misunderstand 'carbon offset' claims thus public policy intervention is required.
متن کاملCapitalizing Green Pavement: A Method and Valuation
The use of recycling techniques in pavement construction offers significant benefits of resource conservation and emission reduction. While the environmental benefits are generally considered as business expenses, a new trend is to turn sustainable construction into profit. By generating financial revenue via carbon trading mechanism, asphalt producers and road builders can compensate their sus...
